DAVID KITCHEN FRANKLIN (DAVID K FRANKLIN) was permanently barred by FINRA from acting as a broker or otherwise associating with a broker/dealer firm on 10/21/2025. Franklin was formerly registered as a broker with INTEGRAL WEALTH SERVICES LLC of New York, NY from 08/06/2018 - 06/09/2025.
According to the FINRA report, without admitting or denying FINRA’s findings, DAVID K FRANKLIN consented to the sanction and to the entry of findings that he allegedly refused to provide documents and information requested by FINRA in connection with its investigation into a tip made to FINRA and the circumstances giving rise to the Form U5 filing by his member firm. FINRA’s findings alleged that Franklin's firm had terminated his registrations through the firm because he was under alleged criminal indictment.
According to FINRA’s BrokerCheck, available to the public on FINRA’s website, DAVID K FRANKLIN was in the securities industry for 8 years and was listed with 3 firms. Franklin has 2 disclosures on his FINRA CRD report. One disclosure is the “Regulatory” permanently barring him from the industry, and the other is a pending “Criminal” disclosure dated 5/6/2025. The charges are “Conspiracy to Commit Money Laundering, Conspiracy to Commit Health Care Fraud, and Illegal Health Care Kickbacks.”
According to a recent article from MSN, DAVID K FRANKLIN and Edward A Huycke both Canadians who co-owned three medical brace equipment companies in Oregon, have pleaded not guilty in federal court in Portland, Oregon, to conspiracy to commit health care fraud and money laundering and three counts of paying healthcare kickbacks and bribes. They are accused of allegedly conspiring in a bribery scheme that allegedly deceived the Medicare program out of more than $23 million. According to the article this alleged operation was in Canada and across at least three states; Oregon, Florida and Nevada. According to the indictment, Franklin and Huycke also owned consulting companies in the US, Breeze Island Advisors Inc. in Henderson, Nevada, and Arlington Investment Management Inc., in Pompano Beach, Florida, according to the MSN article.
