Two former financial advisors have been barred by the Financial Industry Regulatory Authority (FINRA). FINRA has barred:
MATTHEW THOMAS COCHRAN CRD#: 5853600, and
GARY JOHN BASRALIAN CRD#: 14385
Matthew Cochran of Charlotte, N.C., allegedly opened approximately 100 accounts at TD Ameritrade while working at Northwestern Mutual Investment Services, LLC, in Charlotte, NC, without informing either company. Cochran and his father, who is not a broker, then allegedly used their discretion to make 5,931 trades in options and other securities in 94 of the accounts held at TD Ameritrade. FINRA alleges that Cochran knew that his father had never held any securities licenses.
Cochran and his father also saved their clients’ login credentials and made trades based on verbal discretion alone, according to the allegations. Cochran, who is no longer registered with a FINRA firm, allegedly impersonated clients in 10 calls to the executing firm. According to FINRA, the scheme, which lasted from November 2015 through April 2, 2017, Cochran and his father, who was not registered, executed transactions with a trade value (buy and sell) of more than $9.6 million for the investors in the outside accounts. Cochran received $34,000 from the investors related to this activity. Northwestern Mutual allowed Cochran to resign on April 12, 2017 after admitting to selling away from the firm and evading supervision of the transactions, among other things. Cochran was at Northwestern Mutual 11/14/2011 - 05/11/2017.
Gary Basralian, a Royal Alliance Associates broker, was barred by FINRA for allegedly failing to show up for a FINRA hearing regarding a fraud investigation.
Gary Basralian was with Royal Alliance of Maplewood, New Jersey, from 11/19/1989 - 12/20/2017 and resigned in December of 2017. Royal Alliance terminated his registration later that month, saying that he had “resigned after customer allegation of fraud and breach of contract related to investments away from the firm,” according to FINRA.
