Robert Thompson's FINRA Finding On Refusing To Cooperate

FINRA found that Robert Thompson refused to provide information and documents the regulator requested while investigating whether he had put customer funds to his own use and had undisclosed outside business activities. Without admitting or denying the findings, Thompson consented to the sanction and to the entry of the findings. The inquiry began during FINRA's review of a Form U5 filing.

FINRA Rule 8210 lets the regulator require documents, information, and testimony on the record during an investigation of a member firm or the people who work for it. Refusing to comply under the rule is itself a separate violation. The rule covers routine examinations as well as investigations tied to a specific customer complaint.

The 2004 Walnut Street Securities Settlement

A customer at Walnut Street Securities filed a dispute against Robert Thompson on October 13, 2003, alleging the signature on a premium allocation form was not his and challenging the expenses in a life insurance policy. The customer sought $10,500 in damages.

The dispute later settled on December 21, 2004 for $3,059. Thompson was registered with Walnut Street Securities at the time of the claim, and the matter is the oldest disclosure on his BrokerCheck record.

Robert Thompson's Pending $2,325,953 Customer Claim

A customer filed a pending claim against Robert Thompson on October 17, 2025, under docket number DC-25-19289. The customer alleges that Thompson put monies the customer had been awarded in damages from a commercial vehicle event to his own use, during the period between September 2023 and August 2025. The claim seeks $2,325,953 in damages.

No arbitrator has ruled on the claim. The O.N. Equity Sales Company is named in the disclosure alongside Thompson.

What FINRA Rule 8210 Requires

FINRA Rule 8210 lets FINRA require documents, information, and on-the-record testimony during an investigation. The rule covers member firms and the people who work for them. Refusing to comply is also a violation in itself. As a result, a refusal often leads to a bar from the securities industry.
