Specifically, on May 16, 2025, FINRA issued Case: 2023078727501 sanctioning Jose Navarro. Specifically, Navarro was fined $20,000 and suspended for 12 months. Particularly, FINRA alleged that Navarro took part in unauthorized private securities transactions and borrowed money from clients without firm approval.
Between May 2017 and March 2020, Navarro recommended and facilitated investments totaling $87,500 in an alternative energy company to five of his clients. He did this without obtaining prior written approval from his employers at LPL Financial and Independent Financial Group. After the company later filed for bankruptcy, investors did not recover their funds. Allegedly, Navarro falsely indicated in annual compliance filings that he did not engage in this activity. For this reason, he violated FINRA rules 2010 and 3280.

Additionally, FINRA found that Navarro borrowed $80,000 from two firm clients through his tax business, again without seeking firm consent. While he repaid the loans, his failure to disclose the loans and his misleading responses during FINRA’s investigation violated industry rules. Navarro initially provided partial information to FINRA but later corrected his testimony and disclosed full details. Therefore, he violated FINRA Rules 2010 and 3240.
