FINRA Barred Sam Cho For Noncooperation In Investigation About Unauthorized Signatures And Handling Of Customer Funds
Particularly, on June 25, 2026, FINRA issued Case 2026090120801 and permanently prohibited Sung Cho from working with a FINRA member in any capacity. Cho agreed to the sanction without admitting or denying the findings.
FINRA stated that it sought records and information from Cho while examining possible misconduct during his associations with Ameriprise and Citigroup. The inquiry concerned allegations that Cho misused investor money, placed unauthorized signatures on investor documents, and caused inaccurate firm records to be created. FINRA reported that the matter began after an investor accused Cho of misappropriating about $3.5 million from brokerage accounts.
According to FINRA, Cho did not submit materials requested through letters dated May 15 and June 2, 2026. FINRA also stated that Cho, through his attorney, confirmed that he had received the requests but would not supply the requested information. FINRA determined that his refusal violated FINRA Rules 8210 and 2010.
Sung Cho Discharged By Citigroup Global Markets
Additionally, Citigroup Global Markets disaffiliated with Cho on April 14, 2026. The firm alleged that Cho transferred private client information out of its systems and used that data to prepare an account statement through a process not authorized by the firm. Citigroup also alleged that Cho declined to assist with the firm’s review of the matter.
Sam Cho Disclosed Misrepresentation Allegations By Chase Investment Services Investor
Also, a client of Chase Investment Services disputed Sung Cho’s sales practices, according to a complaint received on November 10, 2009. Allegedly, Cho gave the client inaccurate information about an internally managed account. It appears that Cho caused the client to claim damages. Therefore, Chase Investment Services opted to settle the matter on February 9, 2010, by compensating the client. Cho made no individual contribution to the settlement.
