Investors potentially incurred losses because of securities broker Norman Francis D'Silva (also known as Norman Francis Dsilva) [CRD: 2420634, Ormond Beach, Florida], based on public information located on Financial Industry Regulatory Authority (FINRA) BrokerCheck. D'Silva has been registered with PFS Investments Inc. since January 28, 1994, and with Primerica Advisors since July 27, 2016. See the following information to learn more about the securities broker’s disclosures.

PFS Investments Inc. Investor Accused D'Silva Of Sales Practice Violations

Evidently, on December 15, 2025, a PFS Investments Inc. client filed FINRA Arbitration No. 25-02521 about Norman D'Silva. Mainly, the client alleged that D'Silva committed sales practice violations by failing to protect an elderly client from financial exploitation. For this reason, the investor allegedly sustained damages connected to mutual funds. As a result, the client requested $500,000 in compensation from PFS Investments Inc. or D'Silva. BrokerCheck shows that this arbitration awaits a resolution.

Norman D'Silva Disclosed Omissions Allegations By PFS Investments Inc. Client

Additionally, a client of PFS Investments Inc. disputed D'Silva’s sales practices by filing a written complaint. Allegedly, D'Silva made omissions by failing to inform the client that transferring assets from a fixed annuity into mutual funds would eliminate the annuity’s death benefit. It appears that D'Silva allegedly caused the client to suffer damages associated with mutual funds and fixed annuities. Therefore, PFS Investments Inc. opted to settle the matter on February 8, 2013.
