FINRA Fines Webull Financial $115,000 Over Options Marking Failures
Webull Financial LLC (CRD 289063) is a brokerage firm based in New York, New York. FINRA censured and fined the firm $115,000 after finding it maintained inaccurate books and records of options order origin codes, according to an AWC issued August 17, 2026.
The firm consented to the sanctions without admitting or denying the findings.
How Webull Financial's Options Marking Failure Happened
FINRA found that Webull Financial conducted reviews to identify Professional Customer accounts using the wrong criteria. In January 2022, the firm began using the correct criteria, but it failed to mark options orders for those accounts with Professional Customer origin codes until July 2023, the findings state.
During that period, the firm restricted the accounts to liquidation for one quarter without appending the required origin code to the options orders needed to close those positions, according to the AWC.
Supervisory System Findings
FINRA also found that Webull Financial failed to establish and maintain a supervisory system, including written supervisory procedures, reasonably designed to achieve compliance with origin code marking and recordkeeping requirements.
The firm's procedures did not reference the Professional Customer marking requirement, address when an account qualified as a Professional Customer account, or describe a process for achieving compliance, the findings state. The firm later remediated its procedures, according to FINRA. FINRA's case number for the matter is 2021073151001.
Webull Financial's Earlier Supervisory Finding
BrokerCheck shows an earlier, separate matter from May 8, 2025, in which Webull Financial consented to findings that it failed to reasonably supervise or retain social media communications.
FINRA censured Webull Financial and fined the firm $115,000 in the 2026 matter, the sanction recorded in the August 2026 AWC.
What A Professional Customer Origin Code Marks
An options order origin code tells an exchange and FINRA who is behind a trade, including whether the account belongs to an everyday retail customer or a Professional Customer, a category subject to different market rules, the kind of code at issue in Webull Financial's matter. Accurate marking lets exchanges and regulators apply the right rules to the right orders.
When a firm's books and records do not reflect which accounts qualify as Professional Customer accounts, exchanges and regulators cannot reliably tell which orders were subject to those different rules, which is part of why FINRA treats origin code marking as a recordkeeping requirement rather than a technical detail.
