A statement on BrokerCheck is the broker's side of a dispute, in the broker's own words. It carries no ruling from anyone. A firm can also settle a claim on terms its broker opposes.
When we review a report like this, we read each statement alongside the customer's allegation. Neither one is an outcome. That holds for William Burks' report as it does for any other.
